{"id":624,"date":"2025-05-04T18:59:52","date_gmt":"2025-05-04T18:59:52","guid":{"rendered":"https:\/\/paraguaypathways.com\/?p=624"},"modified":"2025-05-04T18:59:56","modified_gmt":"2025-05-04T18:59:56","slug":"vat-iva","status":"publish","type":"post","link":"https:\/\/paraguaypathways.com\/el\/vat-iva\/","title":{"rendered":"VAT (&#8220;IVA&#8221;) in Paraguay: How it Works in 2025"},"content":{"rendered":"\n<p><strong>IVA (VAT) is the single most important form of taxation in Paraguay.<\/strong> According to figures published by DNIT, Paraguay\u2019s tax authority, this tax represents around 70% of all government tax revenue.1<sup data-fn=\"c6f94bcc-e59f-4e4b-92db-b5b5d391ecd8\" class=\"fn\"><a href=\"#c6f94bcc-e59f-4e4b-92db-b5b5d391ecd8\" id=\"c6f94bcc-e59f-4e4b-92db-b5b5d391ecd8-link\">1<\/a><\/sup> Locally, it\u2019s called &#8220;IVA&#8221; (<em>Impuesto al Valor A\u00f1adido<\/em>), and it&#8217;s one of the key things to understand when relocating your tax residency or moving to Paraguay.<\/p>\n\n\n\n<p>VAT applies to all for-profit transactions involving goods and services, with very few exceptions. As always, since Paraguay has a<a href=\"https:\/\/paraguaypathways.com\/paraguay-territorial-tax-system\/\"> <strong>territorial tax system<\/strong><\/a>, IVA only applies to local transactions. Most products and services are subject to a 10% VAT, while rents, real estate sales, and interest are taxed at a reduced 5%. In certain situations, invoices can be exempt from VAT\u2014such as when the buyer is a foreign tourist or the service is a digital export.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How VAT Works in Paraguay<\/h2>\n\n\n\n<p>Every time you buy something in Paraguay, you\u2019re paying two things: the product price and IVA. For example, if you buy shoes for $110, you\u2019re really paying $100 for the shoes and $10 in VAT. It\u2019s a consumption tax: the customer pays it at purchase, and the seller later remits it to the State.<\/p>\n\n\n\n<p>Two concepts are key: <strong>VAT credit<\/strong> and <strong>VAT debit<\/strong>.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>VAT debit<\/strong> occurs when you sell something. You collect IVA from the client and owe that amount to the tax authority (DNIT).<\/li>\n\n\n\n<li><strong>VAT credit<\/strong> arises when you purchase something and pay IVA. The law allows you to deduct this from your VAT debit when filing your monthly return.<\/li>\n<\/ul>\n\n\n\n<p>Example: You sell a table for $1,100 ($1,000 + $100 VAT). That\u2019s $100 in VAT debit. Then you buy wood for $660 ($600 + $60 VAT). You have a $60 VAT credit. That\u2019s why sellers ask \u201c\u00bfQuieres factura?\u201d (&#8220;Do you want an invoice?&#8221;). If you say no, you lose your VAT credit. Similarly, your clients will request invoices to claim credits against their debits\u2014especially businesses and freelancers, who are legally required to file VAT monthly.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Monthly VAT Declaration<\/h2>\n\n\n\n<p>Anyone with an active RUC (tax ID) in Paraguay must file a IVA declaration each month, regardless of whether they are an individual or company. This is done through the <strong>Marangat\u00fa platform<\/strong>, using <strong>Form 120<\/strong>. Declarations are filed for the previous month (e.g., January\u2019s VAT is declared in February).<\/p>\n\n\n\n<p>The due date depends on the final digit of your <strong>c\u00e9dula<\/strong> number. If you miss a filing, you&#8217;ll need to file late and pay a fine. Until the fine is paid, you won\u2019t be able to obtain your <strong>tax compliance certificate<\/strong> and your RUC will be considered non-compliant. You can then pay:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Via Paraguayan bank account<\/strong>: Select \u201cPagos\u201d > \u201cDNIT\u201d or \u201cSET\u201d > Enter your ID number. Your bank app will detect the bolet\u00edn and show the amount due. One click completes the payment.<\/li>\n\n\n\n<li><strong>In cash at authorized points<\/strong> like <strong>Maxicambios<\/strong> locations.<\/li>\n<\/ol>\n\n\n\n<p>You\u2019ll receive a confirmation email from the tax authority after payment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">VAT-Exempt and Reduced-Rate Transactions<\/h2>\n\n\n\n<p><strong>5% IVA applies to:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Rentals<\/li>\n\n\n\n<li>Interest on debts (including mortgages)<\/li>\n\n\n\n<li>Basic necessity goods<\/li>\n<\/ul>\n\n\n\n<p><strong>Exempt from IVA:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Currency exchange<\/li>\n\n\n\n<li>Purchase of Paraguayan-made industrial machinery<\/li>\n\n\n\n<li>Export of digital services (must be internet-based and fully automated, without human input)<\/li>\n\n\n\n<li>Nonprofit entity operations<\/li>\n\n\n\n<li>Purchase of unprocessed agricultural raw materials<\/li>\n<\/ul>\n\n\n\n<p><strong>Important:<\/strong> Human-driven digital services like copywriting, social media management, or video editing are <strong>not<\/strong> exempt, due to the human labor involved.
